Hanford Sober Living Facility Concerns Raised by Residents

HANFORD, Calif. — Concerns are growing over a proposed Hanford sober living facility planned for 450 E. Birch Ave., where some nearby residents say they are worried about the possible impact the recovery home could have on the surrounding residential neighborhood.

A letter distributed to residents in the area has recently drawn attention to the proposal, which neighbors say would house up to eight men in recovery at the Birch Avenue property.

The letter, signed by David and Pedrina Phillips, encourages residents to stay informed and participate in discussions regarding the proposed facility. According to the letter, residents have concerns involving zoning, supervision, parking, noise, and the overall effect the facility could have on what neighbors describe as a quiet, family-oriented neighborhood.

Residents Speak Out About Hanford Sober Living Facility Proposal

In a conversation with Kings Network News, David Phillips said the purpose of distributing the letter was to inform surrounding neighbors about the proposal and encourage community involvement before decisions are finalized.

“We’re concerned about an eight-man clean and sober living facility going in on our neighborhood street with all families, young families, a lot of elderly people in their 80s and 90s,” Phillips said. “People have been there for 30, 40, 50 years.”

Phillips said his family has lived in the neighborhood since the early 1970s and described the area as a long-established residential community with many longtime homeowners and young families.

According to Phillips, the owner of the proposed property, identified during the conversation as Cheyenne Collins, was expected to meet with Hanford Vice Mayor Nancy Howze at the property Friday afternoon. Phillips also said he has encouraged residents to attend the next Hanford City Council meeting to voice their concerns regarding the proposal.

Several residents told Kings Network News they want more information regarding the proposed Hanford sober living facility before any final decisions are made. Neighbors say they are hoping city officials will listen to community concerns involving parking, supervision, neighborhood safety, and the overall character of the area.

Phillips stated that some neighbors are worried about the unknown aspects of the proposed facility, including who may reside there and whether surrounding residents have been given enough information.

“We don’t know their background,” Phillips said during the interview. “We like to know our neighbors, and it’s a family neighborhood.”

Phillips also expressed concerns that the proposed facility could change the character of the neighborhood and lead some families to consider moving away from the area.

At the same time, Phillips emphasized that he is not opposed to recovery programs themselves.

“I’m not anti-recovery,” Phillips said. “But there’s a place for that. It’s not in a residential neighborhood full of little kids and young families.”

Federal and state housing protections can limit how cities regulate sober living and recovery homes when they operate as residential housing. However, neighborhood concerns regarding supervision, density, parking, and public notification are commonly raised during discussions surrounding such facilities.

As of now, it remains unclear whether any formal approvals or permits are still pending regarding the proposed home.
