2022: Contractor Breakdown and Project Transition

October 2022
Kings County acknowledged that Green Galaxy Builders did not complete the Triangle Courtyard project. County records indicate the contractor delivered 20 of the 24 modular units, declined to submit a performance bond, and cited cost increases as the reason it would not finish remaining work.

A takeover agreement was approved, transferring responsibility for completion to Cornerstone.

Prefab Innovations began work on the project. County statements later noted that Prefab reported discovering what it believed to be faulty construction by prior contractors, which contributed to delays and additional costs.


2023: Budget Shortfall and Deadline Extensions

2024: Incomplete Project and Additional Public Records

January 2024
The Hanford Sentinel reported that Triangle Courtyard remained incomplete and unoccupied, despite additional private donations. County officials confirmed a remaining funding gap.

March 2024
County staff stated the funding gap had been reduced to roughly $280,000, and the state extended the deadline into April 2024.

June 2024
Court records show Headway Capital, LLC filed a debt-collection lawsuit against David Clevenger and Prefab Innovations related to a business line of credit executed in 2022. The case later closed with judgment entered.

November 2024
Prefab Innovations entered into a product-purchase contract with the City of Fresno for modular crew cabins at Camp Fresno, valued at approximately $129,476.


2024 to 2025: OSHA Regulatory Timeline

Mid-2025
A Reddit thread titled “Prefab Innovations Fresno – Our Nightmare Scam” circulated widely. Anonymous users alleged non-delivery of homes, financial losses, communication breakdowns, and unresolved contracts. These claims remain unverified allegations.

Yelp Reviews
Public Yelp reviews reflected sharply divided experiences. Some customers reported successful delivery and installation of modular homes. Others alleged extended delays, licensing issues, failure to refund deposits, and contract disputes. Prefab Innovations publicly denied fraud in responses and attributed delays to permitting issues, financing challenges, or customer-initiated stoppages.


Post-Publication Comment From David Clevenger

After publication of earlier parts of this series, David Clevenger Jr. provided a response disputing aspects of the reporting and asserting that important context had been omitted.

“You are missing a lot of facts which was no more than a phone call away,” Clevenger said.
“PreFab mostly fixed the problems on this site, while the county staff let the original contractor walk away with no bond and $520,000 in cash. If you are going to report, how about seeing all sides?”

This statement was received after earlier articles were written and is presented here as Clevenger’s perspective. Verification of specific claims raised in this statement remains part of ongoing reporting.

Additional Research Timeline: Genii Homes

As part of ongoing reporting, Kings Network News is conducting further research into Genii Homes, which has been referenced in public complaints and online discussions related to Prefab Innovations.

Genii Homes and “Home Genii” began appearing in online posts and customer discussions related to delayed or disputed modular housing projects.

2025
Public posts suggested some customers were told outstanding orders might be addressed through a different business name. These statements remain unverified allegations.

Preliminary information indicates that Genii Homes may be operated by Dave Schy, a different individual than David Clevenger.

At this time:

  • No court ruling has established a legal relationship between Genii Homes and Prefab Innovations

  • No official filings have confirmed shared ownership or control

  • No regulatory agency has publicly linked the two entities

Reporting on Genii Homes is ongoing. No conclusions have been reached. Any verified connections, distinctions, or clarifications will be reported separately as documentation becomes available.


Why This Reporting Matters

Beyond contracts, litigation, timelines, and competing narratives, there is a more fundamental issue at the center of the Triangle Courtyard project.

People are still not housed.

More than 5 years after the project was approved, and years after public funds were committed to provide permanent supportive housing, not a single individual has moved into a home at the Triangle Courtyard site. The location remains inactive, and the unhoused population it was intended to serve has seen no direct benefit from the investment.

Public housing projects are meant to result in doors opening, keys being handed over, and people moving from instability into safety. When projects stall for years, the cost is not only financial. It is human.

Each delay represents:

  • Individuals remaining unhoused

  • Missed opportunities for stability and services
